&lt;p&gt;In a public hearing last week, the New Orleans City Council tangled with the Office of Recovery and Development and Administration over a state tax credit program to promote cultural activities. Some council members felt their districts were being ignored. The mood turned contentious. As a result of this debate, approval of funding for the city&#039;s 17-zone recovery plan was put off -- at Dr. Ed Blakely&#039;s request -- for at least another week.&lt;/p&gt;

&lt;p&gt;On Wednesday, a team of volunteers from Annunciation Church left New Orleans and headed for Quincy, Ill., a town left in shambles by the Mississippi River flooding.&lt;/p&gt;
&lt;p&gt;&quot;The best therapy for people who are stressed out and freaked out is to help others,&quot; the Rev. Jerry Kramer said.&lt;/p&gt;
&lt;p&gt;Father Jerry, 40, is rector of the Free Church of the Annunciation, a vibrant Episcopal church on South Claiborne Avenue. When we talked on Monday, he seemed a little stressed out and freaked out himself.&lt;/p&gt;

 <title>Broadmoor Street Repairs</title>

 <title>Wilson School Construction Underway</title>

&lt;p&gt;The renovation of Wilson School is underway.  The demolition of the Annex building and full abatement of the Main building are now complete.  Salvagable materials such as windows and doors are available to the public through next week.  Please enter on the General Pershing side of the building for pick-up.&lt;br /&gt;

&lt;p&gt;The &lt;strong&gt;Ground Breaking Ceremony&lt;/strong&gt; for the school construction is scheduled on &lt;strong&gt;July 17th at 1:30 pm on the school grounds.  The BIA would like a minimum of 200 residents young and old to take part in the ceremony.&lt;/strong&gt;  T-shirs marking the historical event will be distributed to all in attendance.  Please try your very best to show your support, as the community has worked extremely hard to make this renovation possible.&lt;/p&gt;

However, we cannot reach our goal of a completely recovered neighborhood until every property in Broadmoor has recovered. &lt;strong&gt;We need your help!&lt;/strong&gt; In an attempt to make contact with every property owner who may be in need of assistance, an outreach campaign has been instituted. Flyers, door hangers, and yardsigns have been placed on properties that may not have made a full recovery.&lt;/p&gt;
